Yes and yes. From experience in rocky ground I say bury it in conduit or drainage tile.
14 inches is kind of shallow but I don't like exposed runs above ground they are prone to damage from all kinds of things like falling trees, whipping winds, ice or operator error while running equipment, etc.
Just my opinion. Either will likely work.
