uhm, if it were mine- i think i would try placing all the mags N side up, all the way around.
the weird steel 'teeth' between the mags would then become S poles (those are steel, right?)
then you have the more traditional 16 to 12 three phase ratio. the larger number of poles should bring your cut in down too.
is that center section made of laminates? you could try to skew them.
oh, and the sparking? i bet it has a cut in one of the coils. thats why it was trash.
use a continuity tester between the stator lams and each coil. one of them is shorted.
