By "full restitution" do you mean he/she will be expected to cover the costs of fixing it?

Might I suggest [in hindsight] that the butt can has a small diameter long tube that the butts drop through to the can. That way they are covered sufficiently to prevent wind from fanning the mess into life. Also keeps folks from depositing other flammables in it, too. Emptying it every decade or so helps, also, I heard.

Glad the shed didn't ignite on you.
