2 lb. on the end of a five foot tail boom comes out to more than just 2 lb....its 20ft/lb of leverage. Im not exactly sure where you strayed from the plans. If you used the same tail angle, the same diameter steel pipe for the tail boom and the only difference is the tail itself, I would start looking at the tail itself. If you strayed in any other form from the design, I suggest looking deeper into where you went astray.
