I wrote an article about just this question. It's in the Oct. 2005 issue of the now-defunct Energy Self Sufficiency Newsletter:

Basically, the swept area is tiny, so there's little power available. And the blade design is terrible for making electricity--maybe you could run an LED or two. Worst, the more power you try to make, the less effective the roof vent is at doing it's job in the first place--venting your attic.
