You can basically calculate the operating speed from the mass of the weights and the spring rate. Force on the revolving mass is m.r.(omega^2)
You can run the hub in a lathe. The blades will have some effect unless they rotate about the centre of pressure. How much effect this will have depends on the relative forces acting to twist the blade compared with the spring preload.
You get best control with lots of spring preload and heavy weights but there can be some compromise to keep the weight to reasonable proportions.
Similarly the more friction ( maybe more accurate to say stiction)you have the greater mass and preload you need.
