Chlorine bleach is still the cheapest and most effective way to disinfect water. With a swimmimg pool test kit and several gallons of bleach can be bought for 20 dollars or less. If the smell bothers you, you can buy a carbon filter like the brita stuff from here: http://www.brita.com/index_ca.html after it's disinfected. I suggest disinfecting first because the charcoal/carbon in the brita type filters can harbor a good colony of bacteria, so your back to square one.
