Sounds good. I guess if an author uploads something on which he wants to retain copyright, he should say so clearly in the program or in text attached to it, and state what restrictions he wants to put on its distribution and use.

Any program that is uploaded by its author without such statements should be assumed to be public-domain, free for any kind of use.

Maybe, to be safe, we should allow uploads only by the author of the program. What do you think about that?

The law in most places (eg all signatories to the Berne Convention) is quite clear that no announcement has to be made for copyright to remain intact, so assuming that something where you can't see the copyright notice is public-domain is very very dubious and is wishful thinking.

Just say No!
