4 of those discs stacked would give you about a 1/2" thick disc suitable for a 1/2" thick magnet (assuming the stacked discs make a nice un-warped disc). At 19 inches you have nearly a 60 inch circumference. This may work for a 24 magnet / 18 coil arrangement. For a VAWT, one solution is lots of magnets. About $100 worth of 2" x 1" x 1/2" neos on one laminated disc with the second 4 discs laminated but without magnets to return flux might give you an alt fitting for a VAWT.

The magnets you have seem an odd lot. Maybe you can do something with all the HD magnets but it does seem the hard way.
