Well, I happen to understand the 10/3 part, at least.

Thats a cable that has 3] #10 insulated conductors in one sheath. Often with a bare ground of #10 in the bundle.

Very common for feeding 240 volt circuits here. Stuff like pumps, welders and electric water heaters.
