Yes, it will.  The first law of thermodynamics - conservation of energy - means that you will not get more power out than the power put in.  Since you won't be 100% efficient in your energy conversion you will do much worse - reference Betz's theorum for wind turbines and add to that the innefficiencies of converting your stored chemical energy in the batteries into kinetic energy.  In other words there will be more energy lost from the added drag than you can generate with your turbine and your range will in fact be decreased.  If you can do better you will do something no one else has ever been observed to do in a reproducible experiment and should be the hands down winner of a Nobel Prize.  Not meaning to rain on your parade, but you are wasting your time with this idea.  Rich
