I would think that the answer is yes.
Perhaps almost nothing, but...   like most other questions asked here one needs to ask more questions in order for a proper answer.
Like,   How long on an extension cord?  Made of What?  and..  "laying on the ground"
What kind of ground?
I have had a few extension cords where there is a paper like cord running it's length,  and when left laying out in the "weather" it has "wicked" up water and allowed the water to permeate the inner conductors.

My yard is just inches above the bordering river, doesn't help with the moisture issue.   If the cord was laying on a dry desert like surface?

Granted, any leakage current would be very small..   current none the less..
Then again,  I've picked up an extension cord left laying out after a heavy rain and found that the female end (in a puddle) was warm to the touch.... (lots of night crawlers dancing on the near by grass)  (yes I had on rubber boots)

and everyone knows when you have lemons..  make lemon aid.   when you have worms..  go fishing!
