changing direction of light with water?

I seem to remember seeing something online about this.  They take a clear jug, and put a hole in the side near the bottom, then fill it with water.  Of course the water drains out in a slight arch out one side.  They took a laser, pointed it thru the opposite side of the jug towards the hole, and the laser stays within the water draining.  Therefore making the light actually do a 90 degree turn, due to angle of incidence I think?  Works the same as the fiber optic cables.  Light cant escape due to the angles and such.


Wondering if it'd be possible to transfer a great deal of infrared from something such as a fresnel lense.  Once a tracking system was worked out.  By constantly pumping water into the jug, you could have a consistent beam of infrared pointed downwards.  Would this work you think?
