10w panel which finished 2w

Sir I have installed a solar panel which it was supposed to give me 10w but finished with 2w :(.The thing is with a car voltmeter installed in the system from 21v it went down to 11.4v.Is it maybe this voltmeter is not working ok?

If your battery is at 11.4 volts(very low), that is what your volt meter should read. It will take hours(days probably) to bring the battery voltage up charging with a small panel. If your panel is not aimed directly at the sun, your watts will suffer, or if there is a hase, or clouds.... Just a thought. Gary D.

A few more details would be appropriate.  Is this a coil type voltmeter and just how do you know it is producing 2W?
