a twisted vawt? sure, that works. drag or lift.
but the big question- why do you need the tail? just put the vawt right on top of the pole! a tail on a vawt seems to be for either moving a cover, or changing something about the angle of the airfoils, it does not need to be turned 'into' the wind like a hawt.
