is it possible to take the  3-6 volts my wind generator puts out in the low wind and charge a 12 volt battery with it. my system will be very small , iam designing a wind powered sculkpture and need only to light 20 leds at night

yes....and no

No, not with your current set up.

Yes if you add a boost converter power supply. This is a device that takes the 3-6 v and "boosts" the voltage to a higher one, in this instance you need about 14 V to charge a 12 v battery. A simpler solution would to us a 3-4 volt battery to power the LED's then no extra circuits are needed.

There are diode - capacitor circuits called "voltage multipliers" that can take the raw ac and boost the output voltage to any level you want.  The price you pay is a rapid drop off in available current.  Do a search here or google "voltage multipliers".  Another technique if your generator is three phase is to open the "star" connection and bring out and rectify each winding individually (You use one diode and one capacitor per winding).  Then stack the outputs so the voltages add (You end up with the three capacitors stacked or in series with the battery connected between the top and bottom one).  This may get you what you want.  The schematic is below:

What type of generator do you have and what is the current capability of it ?.

There are several methods that I could describe, but I would like to know what do you use to charge control the 12 volts battery ?.

Also, describe the LEDs connections to know how much current and voltage the LEDs need.

One could use a boosting circuit, of a voltage multipliers or a choke/transformer converter.
