Cheap DC-DC converter?

Something that will step up 12v to about 18v?

I'm trying to make a charger that will charge one 12v battery from another at a low current. What I need is some sort of DC-DC converter that will step up the 12v to around 18v so that I can use an LM317 to limit the current. Does anybody know where I can find such a converter for cheap? I know there's alot of surplus electronic places that might have such a thing...

 Two inductors in series with caps on the in and out will work to give a good amperage out I am working on scaling down a Bill Muller we rlc circuit I works but frankly It's one of those things I tried but It got too hot and It's gathering dust .

Forget the 317.  Use an LF494 switching regulator.  With just a couple parts, you can limit the max voltage and current.  That IC and most of the parts you need can be found in an old computer power supply.
