I found this interesting circuit, but I'm at a loss how to find the parts.

I'm guessing you're asking about the availability of the ICs, which can definitely be hard to track down.  I'm not sure if Radio Shack would carry them (are you in the U.S.?), but here's a basic page on the 4000 series ICs:

and I'm thinking Digi-Key will carry them.

The 4000 chips are a commonly used CMOS logic series and available from Mouser, Digikey, MCM Electronics,Parts Express, Allied, Newark, Avnet and many other suppliers ( Rat Shack will probably have these as well).
I believe the OP op amp is a TI/Burr-Brown part and also available from numerous suppliers.
