no current will flow into the battery until the voltage from the charger exceeds the voltage of the battery

Think of volts as pressure and amps/current as volume and watts as mass

No current (volume) will flow into a battery until the source voltage exceeds the battery voltage (pressure). That would be like trying to add air to a car tire inflated to 35 psi with an air source of 20 psi you could leave the air source hooked to the tire all day and no air would flow into the tire because you would not have the pressure to push the air in.
