I am a total noob when it comes to electronics, but I hope to learn some.  Would something like this be usable with a rectified windmill?  I noticed that the unit had a system for "turning off" the solar panels, this wouldn't work for a windmill so would it need a load diverter before the unit, or am I comparing apples and oranges?

This could be used to stabilize the voltage output of a rectified mill.

The mill output would be rectified and fed into a very large capacitor that would act as a float storage.
The converter would then dymamically convert the output to a higher voltage to match a higher voltage load that needed an even voltage for it's supply.

You would still need a dump load to absorb over production but the higher voltage would make it easier to match loads.
