Things to use for Dump Loads

I known I've read this here somewere but,
As a refresher and maybe also as help for newer readers.
 Electric stove
stove top burner elements
The coiled around ones.
Can these be used as a dump load?
I found two of them today
they each show about 52.5 ohms
Would these be OK for a dump load
on say a 12 VDC system?
V=IR
12 divided by 52= .23
???????????

The problem is that power goes up with the square of the voltage.  Think of a 1500W water heater element.
1500W 6.25A @ 240V 38 ohms
 375W 3.12A @ 120V
  94W 1.56A @ 60V
  23W 0.78A @ 30V
   6W 0.40A @ 15V
