Root angle not correct

After having the gen up for a few days i've determined the reason the trailing edge is moving into the wind is the root angle is not correct.
I now believe the outer part of the blades are trying to spin faster than the root part , thus pushing on the downwind side of the blades into the wind.
some of you guys may remember that i've had this problem?
i can correct this by decreasing the angle of the root .

GHurd called it right. 8)
