Earth Cooling Tubes enough for summer time cooling??

I was curious if earth tubes are enough to cool a home in the summer??  I know it will not provide enough heat in the winter, but will help some.  My ground temps here in ontario are 8 degrees C, summer air temps regulary go 25-35 degree C.  If I run the proper length system, will it bring the house temps down significantly??  I like the closed loop system best, would seem more effiecent.  Thanks for any info.

I forgot to add a part to that question.  I found out the average ground temp here is 10C.  Does that mean that whether its -20C in winter or 35C in the summer the ground will always be within a couple degrees of 10C??  Or does it mean that the temperature of ground is taken every day of the year, and then averaged out??  Thanks
