hydro power questions

after looking through some of the hydro power sites, it looks like a nice idea, the only problem for me is i live in the city, with no water.  but i did get an idea, if i were to put water into a tank and pump it across a wheel.  does anyone know if it would work, and generate more power than the pump uses?
