No.  It has no similarity to a Tesla turbine.  

It operates more like a bladed turbine with bladeless discs.

Unless it is running on similar principles to a Tesla turbine I'm not too sure what I am missing.

How does it turn the kinetic energy in the steam into rotational movement in the bladeless discs?

those plates have holes or bumps on them? if not, it looks just like a tesla turbine.
