Importance of Cut-in speed

I have searched but can't find anything that clearly explains the relationship between cut-in speed and stall.  I've seen a bunch of spots where people are saying you don't want too low of a cut-in speed.  I've read that 300RPM is a good cut-in and that 200RPM is too low.  But that is for a specific prop I assume?  I think I read that in relation to a 4 foot prop.  Trying to figure this out...


Does he just sit around trying to come up with questions for attention or what?
