Do not mistake me for an expert!
Assuming when you say cement you mean concrete:
I think your cement stator may work but the stresses would kill it in short order. Vibration and torque loads seem to be the enemy of concrete. Both are acting on the stator. Maybe chopped glass fiber would help it but I usually think of concrete as only good in compression not so good in deflection loading.
One other point:
calling concrete "cement" is like calling bread "flour". Cement is a component of concrete. Cement alone would be very fragile but with the right aggregate and mix it could be pretty tough.
A sack of portland cement and a pile of crushed recycled bottles / rock / sand or whatever aggregate you choose would build a bunch of stators for cheap compared to resins, I think.
Again just my feelings from using the stuff over the years.
