Nothing, I suspect. That looks like a 12v halogen spot lamp. It's impossible to tell how much power the PMA is actually putting out at that speed by looking at the lamp.
The specs are incomplete/bogus, too. A 22mph wind means nothing. You need the torque/rpm curve to determine blade size in a "22mph wind" that will spin the PMA at the required rpm to make "500 watts." You might need a gear/step pulley to make the correct rpm.
And then there's 500 watts at ? what ? voltage. Low voltage will require expensive fat wire and higher voltages may require transformers or an mppt to make efficient power transfers to your load/battery bank. Is the output ac or dc? So many important questions unanswered.
