Depending on how you want to monitor your battery voltage, you should be able to computerize it (at the cost of running a computer).
Most APC UPS units have serial out. Perhaps some would even be stand-alone with ethernet out.

A UPS will both charge and discharge batteries, depending on how you feed the power. Several are also 24 volt.
At one time I wanted to try to yank just the inverter out of an UPS (hopefully avoiding some unnecessary circuitry. But, it didn't quite work like I had hoped.
There are plenty of 24 volt battery chargers available.
Unfortunately, the one problem that I've had with some battery chargers is getting the amps set. And, I think some of them do waste a bit of power.
