Dump to grid / selling back to the grid

I've heard that certain states have programs where the local utility company connects you to the grid and you sell them excess power you produce (at a pro rated price, I'm sure) and then, at night you buy power back from them (in the case of solar). Does anyone have any experience with this? Wouldn't this reduce battery requirements greatly in areas where you CAN get grid power?
