What would be the effect be of mounting a downwind turbine in an offset position on the tower,would it rotate around the tower and return to face the wind when the power diminished I assume some form of damping would be needed

please don't tell me to google the board

Are you referring to furling OR just the Yaw axis turning correctly into the wind?
