Yes that little 4 ft machine works very well. Why do you want to mess about with the cut in speed, it's designed to match the prop and any messing about that you do will not help.
The only comment I can make is that Hugh has come up with an easier way to mount the stator and doesn't use that awkward hollow shaft. I am not sure where the information is, it's here somewhere. Others that have built that machine may be able to find the reference.
The modified method mounts the stator at the centre and the magnet rotor is in front.
If you are careful you can even mount the stator on the outside but if new you had better stick to the suggested ways.
