I have a 240 Volt 3 Phase motor that is controlled by an Altivar 18 controller. When the controller is ramping up no problem, as soon as the controller hits 100% power, it shuts down with a OCF Error Code.

Look at page 43. I checked the 100 ohm 500 watt resistor and Its OK. So testing the three legs at the motor for resistance I get U-V = 6.6 ohms, U-W = 6.6 ohms, V-W = 8.3 ohms. My guess is legs U-W and U-V are shorted inside the motor somewhere. Does this sound correct? I also found the terminal box mounted to the motor had 1/2 inch of water in it. Probably the first time it was removed in 5 years. The U, V, W terminals were above the water line, but there were three terminals on the bottom with a buss bar connecting them that were touching the highly iron enriched water.
