Q1 is an NPN transistor the BASE of which is connected to pin 9 of LM 723 though a 10 k resistor. Where the small arrow is drawn is the EMITTER and the top lead is the COLLECTOR.
If 2n2222a is a plastic package the leads are usually EBC when looking at the flat face and reading the number.
If the transistor is in a metal can EBC goes ccw from the tab when looking down on the can.
If you google the part no. you can usually find the pinout fairly quickly.
On diodes and zener diodes the bar on the drawing corrisponds to the cathode which is marked as the bar or ring on the part.
LED's have a flat on one side of the plastic case to designate the cathode or negative side.
