Battery monitor for caring NiCad/NiFe battery

I checked  the Trace DR2412 owner manual  about the need of NiCad/NiFe battery  higher voltage charging requirements. The manual suggests juggling the number of cells to 19 for 24 volts system allowing  a drop down to 18 volt to discharge the battery.


Some people place 11 cells to insure that the loading can be stopped at 11 volts to rrecharge them and to keep them healthy.


Can a battery bank monitor the high voltage charging requirements while ensuring that the loading can be stop at 11 volts?


also what about equalizing these cells?
