Voltage Charge controller

Searching for a controller to work with my new Ametek 30vdc generator. I found this one on ebay:

Is this suitable for charging my battery bank and running a water heater element for a load?

But, it wouldnt have worked with a wind generator ; it is a solar controller and the seller is mistaken in saying that it is suitable for wind.
