An interesting project, and as an offset for the variability of WT power, it's a new take on an old idea.
If you look up the Adam Beck power station near St Catherines, you'll read about the damming, channelling, and reservoir system that allows both the US and Canada to take water out of Lake Erie for hydroelectric power without causing Niagara Falls to run dry. Canada and the USA have a treaty to prevent us from both opening the floodgates at the same time or else that really would happen. Part of the trick in Canada's side of the complex is a station that pumps water UPHILL at night. This is economical because nuclear power is cheapest with the stations run at 100% power, but demand varies during the day.
