Grid-Tie Principle

Well this looks like as good of place as any. So I have been collecting parts for a mill project I will start putting together in the spring. I want to make it a grid tie project, however I want a limiter on it. I am not interested with sharing any extra power, because the program for it here is BS.
So I have this thing pretty well figured out, however, do they make or got any ideas on what kind of device can "match amperage". Meaning I want to know with a ct how much current I am using from the grid, then I need a device that will allow only that much current from my mill power. If the house is using 5 amps from the grid, I want my system to let 5 amps from my mill into my houses grid. If it is 7 amps allow 7 amps. If it is 3 amps, allow 3 amps. Then I want the rest to go to a load dump.
I could write such a program on a plc, but is there some sort of stand alone parts I can use for this?
I do not really want a complete package, because since I am building all this, if I use individual parts and assemble it all myself, if something fails, I can just replace that part of the system and be back up and running with little ado.
