The conical space is the tailrace where the water exits the turbine, the bottom of the cone is submerged so it is full of water and effectively adds head to the turbine. The turbines mount to the bolts on top of the cones.

Being tapered will also mean there is a reduced chance of back pressure on the turbine so there is a scavenging effect clearing the water more efficiently.
