solarcentury c21e retail supplier?

I'd like to know if there's any suppliers who will sell these solar slates retail or an installer who'd be able to sell them and at what cost?
It seems like there might be a contractual agreement with installers so it's only approved installations?
If anybody can help out that'd be great.
