I think that setting method would work good for a trailer, but for a turbine i would consider going tighter.
 
I usually just go good and tight and bang around a bit with a rubber hammer so everything seats down.  Then back off until there is no drag but no play either. 

I'm interested in this comment on timken too. I have used their tapered roller bearings on lots of stuff for years and consider them to be "the good ones"

Loads of stories in the internet about counterfeit Timken bearings.  And SKF, FAG, NSK, etcetera...

If you've had trouble with bearings, it's probably not the name-brand manufacturer bearings that gave you problems.  Even if that's what you thought you were buying.
