Cheap Grid tie inverter?

There was some discusion about the dangers and leagality of cheap grid tie inverters a few days  or so ago. I've done the search thing but can't find it.

I think it was hyjact into a thred somewhere?

I need this info to present to the reporter that did the  news papper story about www.windpoweroregon.com on Friday November 18th. The paper is Capital Press (The West's Ag Weekly).
