Sounds like you got a "hub" - what you need is a "hub and spindle".
The spindle goes through the two bearings. The inner (larger) bearing rests on a machined step.
The running clearance is set with a nut that tightens down and removes clearance between the inner and outer bearing sets.
The nut is held in place with a cotter pin.
Or you can try going to your local auto wreckers. Have a look at various cars that have front wheel drive.
Quite often the hub on a front wheel drive car will have ball bearings, an inner flange to attach it to the car, and an outer flange to attach the brake disk to.

You would be looking for the item labelled "Hub and Bearing Assembly". You can see the attaching holes for the flange, and the 5 bolts to hold the brake disk on.
I think it would give you better results in a shorter time if you get something like this.
