I will admit that example is somewhat extreme but I bet it works well.
I participate in a few forums in unrelated fields and very few allow much crap in. A couple are invite only, too. All expect you to do your own homework. I was judged too "nice" to admin on one, in fact. Go figure.
It is basically self preservation. You build a nice little community and the shear mass of popularity kills what you liked about it. Usually caused by those with no equity in the place who make the most noise, too. If you care should you just watch it happen so everyone gets to feel all warm and fuzzy or do you work to preserve what you helped build?
Anyway this is my "pet peeve" lately. I will shut up now.
I actually thought that rules page is a possible framework to work from, trimmed and toned down some. Very valid points in there between the threats of warp kill.
