If you want govt. involvment -- maybe if they had the DoD make them, and Halliburton distribute them, THAT would run up the cost.
Seriously though, why do you want to run up folks' costs? Money is a resource, too. A precious one to folks on the bottom-end -- that is why they buy the cheap bulbs to start with.
A more effective way is lower the cost of the preferred method, and then people head there on their own. Everyone benefits from positive methods, most everyone is harmed by adverse ones.
So what lower-cost alternatives do you prefer to incand. bulbs?
