I can see that, to minimize cogging under load, you would not want to have the poles and coils all align simultaneously. Are there other driving reasons to choose the ratio of 4:3?

Since in these types of alternators the coils do not overlap you need 4 magnets over 3 coils to get the output of each coil 120 degrees out of phase from each other so that you have true 3 phases.
