what does it mean when weather says, "feels like"

I'm presently heating with candles. Long story. Intent upon not giving in to mean utility company.

In any case, I have some to notice that the weather often says some temperature, say 20 degrees, and follows it with, "feels like 10 degrees" --

what is making it feel colder?

(If I knew, maybe it would be something I could change in my house to make it feel warmer rather than colder.)

I wish there were automatic notifications of anwers.

usually that is the wind chill factor.

the wind takes heat away from an object faster then if there were no wind.

so the "feels like" is what temperture would an object loose heat at the same rate as if there were no wind.

unfortunately, for buildings, that means landscaping.  Using evergreen trees, fences, other buildings, etc. to keep the wind off your home. but it doesn't do much for your view.
