Peerless Electric motor 1/2 hp

I "found" a Peerless Electric motor off an oil pipeline valve actuator. Data: P12 frame, 0.5 hp, 220/440, 60 Hz, 3 phase, 1750 rpm 4/2 amps, it also lists 7.5 ft lb. It has 9 wires T1-T9 in 4 pairs except one pair is a triple. Now my problem, there is some stuff in the bung where the wires come out looks like plumbers putty but it's hard as a rock, any suggestions to what is and how to dissolve it. Also good or bad motor for genny, not much of a shaft sticks out.  I will do some picture in a diary, later.
