Dump load

Hi all,

If I use a 24 volt water heater as a dump load on a 24 volt 400 watt turbine and it's not working at it's full windspeed will it slow or stop the turbine?

Or could I use the dump load circut to triger a 240 volt water heater via my inverter on a time switch?
