You seem to be in with a chance with this except for the 75 to 100 W in a 10 mph wind.
You should manage your 250 rpm cut in with something like 60 turns and with care you should get somewhere near #13 wire in there ( make the holes smaller if necessary).Don't let the stator go much over 1/2" thick ( 5/8" absolute max)
The tsr 5 prop at 60" dia should work. I don't like 4 blades but as long as you keep it tsr 5 it will be ok.
You will be able to get your 150W but you will need nearer 20 mph.
I think you will be hard pushed to get 25W at 10 mph.
There is a lot of difference between what you get at 10 mph and what you get from an average 10 mph wind speed for your area. If you have a 10 mph average wind speed then you are well on target to get close to your ideal.
